The Middle East electricity market is experiencing tremendous growth, and Arab countries are also changing their investment policies and simplifying investment procedures to improve the investment environment and attract more foreign investors. Thanks to rising oil prices and favourable investment policies, the region's economies will continue to grow. Electricity demand in the Middle East and Africa region will reach 1,523 terawatt-hours in 2013, representing a 29.3 percent increase from 2008 to 2013, according to the 2012 UAE Power Industry Report by THE EMI. The report also noted that the UAE has the highest electricity consumption of any country in the region, with electricity consumption expected to jump 100.2 percent from 2007 to 2018.

Rapid economic development and population growth in the Gulf region have led to increased investment in infrastructure in the Middle East, while new demand has led to booming electricity, lighting and alternative energy markets. At the end of 2011, there were 234 power projects under construction or under construction in the Gulf region, with a total investment of us $162 billion. According to the World Energy CouncilWEC, the total power demand of the gulf states will reach about 100,000 megawatts over the next decade. Another industry analysis predicts power investment in the Middle East and North Africa will reach $57 billion over the next six years. Experts also forecast in the report that investments in power resource projects in the Middle East will total more than $200 billion over the next 15 years. In 2012, Dubai launched the Maktoum Solar Park plan, which is expected to reach 1GW of power generation capacity by 2030, becoming one of the largest solar parks in the region. The first phase of the project will be completed in the third quarter of 2013, with a power generation capacity of 13MW. According to the report, the UAE's electricity consumption will double from 87 megawatt hours (TWH) to 180 megawatt hours (TWH) by 2020, with an average annual growth rate of 8.5 percent. As a result, the UAE government plans to invest $25 billion in the power sector over the next eight years to meet growing demand
